A Delhi University graduate from the Psychology course approached the High Court as he passed college in 2017 but still hasn’t received his degree which also affected his admission for a postgraduate degree in King’s College, London.
Dhritiman Ray, a 25-year-old mental health practitioner told that the institute asked for the degree with conferral date (the date on which degree is officially awarded) but no such date was mentioned on the special certificate which the university gave him in December 2019 when he approached the officials for his degree. He was told, degrees take 2 years to come and are never awarded in the same year.
More surprising is the reason was given by the University in the court which says that the degree has not been issued because of lack of proper quality paper and the contract with the printer has also expired and has to be re-tendered. But due to the lockdown, there are fewer bids which has delayed the process.
According to the Dean of Examinations, Mr Vinay Gupta, the tender will be finalised before July 31. Also, the data came late from colleges in December (when the degrees were supposed to be given) which caused a delay too. But this matter will be resolved in a couple of weeks. At this, the court has said that the reason of non-availability of paper and printing facilities is not justified especially when it impacts the career and educational prospects of a student. Thus the University needs to streamline the process of issuing degree certificates.
