Irregularities in Administration

The Delhi administration and university teachers are at odds once again. The capital’s administration has been delaying the distribution of subsidies to 12 colleges fully sponsored by Delhi government. According to teachers, these grants are insufficient. They now want the UGC to intervene and ensure that students and teachers are treated fairly. Apart from this, the term of the Governing Council for 28 colleges came to an end this month. Despite the fact that the deadline has passed, the governing body has yet to propose the names of the new council members.

Developments in the Takeover

Bhimrao Ambedkar College, Maharaja Agrasen College, Maharishi Valmiki College, Indira Gandhi Sports College, Aditi Mahavidyalaya, Sister Nivedita, Deen Dayal Upadhyaya College, Bhaskaracharya College of Applied Science, and Keshav Mahavidyalaya in Delhi are among the colleges that have requested UGC takeover.

According to DUTA President Rajib Ray, the issues of these 12 colleges have been raised with the UGC. Teachers’ salaries in these colleges have always been in a state of flux.  According to Ray, the Delhi University Teachers’ Association has formally presented the takeover proposal to the UGC. He further added that DUTA officials have met with UGC authorities in this regard. UGC Secretary Professor Rajnish Jain and Financial Advisor P.K. Thakur were also present at the meeting.

The issue isn’t confined to these 12 colleges alone. On September 13, the term of the governing council of the 28 Delhi government-funded colleges came to an end. Delhi government is yet to finalize the names of the new members of the governing board.

Hansraj Suman, President of the Delhi Teachers’ Association (DTA), has told Chief Minister Arvind Kejriwal and Education Minister Manish Sisodia that if the names of the members are stated promptly, the governing body should be given a three-month extension in exceptional circumstances.
He stated that if the 28-college governing body does not receive an extension, a truncated governing body will attempt to fill the posts.

What does The Rule State

The University’s Rule 18 states that the process of forming the governing body should begin three months prior to the governing body’s expiration date. Furthermore, twelve of the 28 colleges financed by the Delhi government receive a full grant, while the remaining 16 receive a 5% grant from the state government.
