NCC becomes a Generic-Elective Credit Course

Born as the University Training Corps back in 1948, NCC grew up from an infant to the largest uniformed force of 14 lakh cadets. Since 2013, the NCC authorities have been trying to make NCC transmogrify into a “Generic-Elective Course Credit (GECC)” but with everything moving forward at a snail’s pace. This April brought a jubilant wave over the NCC directorates when NCC became a Generic-Elective Course Credit with the approval of UGC.

NCC, the abbreviation for the National Cadet Corps is a uniformed youth organization trained to deal with national emergencies and crises. The formation of this subsidiary paramilitary force took place on the 16th day of July 1948 by a committee headed by Pandit H.N Kunzru. NCC has three certification – A (for junior cadets) and B & C (for senior cadets). Right now, the country has 17 directorates of NCC.

Moreover, 50 colleges under the University of Delhi offer NCC to students. Moreover, NCC has a better gender ration than any other uniformed force in the country with one-third stumping given by female cadets.

“NCC training has a transformative effect, making cadets more disciplined and committed. They learn to relate to common people including during crises and empathise with larger social and developmental causes”, states the DG of the Manohar Parrikar Institute for Defence Studies and Analyses. In addition, NCC stands as one of the ways of getting into the prestigious Officers’ Training Academy (OTA).

UGC SAYS A ‘YES’ | NCC BECOMES A GENERIC-ELECTIVE CREDIT COURSE

UGC had received a letter dated 16th March, from Directorate General, NCC
proposing to include NCC as an elective subject in Indian Universities. Earlier, this proposal was tabled back in 2013 and 2015 respectively.

The proposal outlined how NEP 2020 was announced by the Gol and is on course for
implementation in a phased manner. The Ministry of Education, as part of discussion in the
JSR&D Conference held on 30th of July, 2015 had decided to implement NCC as an
elective subject. This would have permitted students opting for NCC to receive academic credits for NCC training. In addition, it would have helped them in availing employment incentives offered under various central and state government schemes. However, it did not get implemented in the desired manner due to various factors.

But time, ultimately, fitted as a glove. “The Credit Course to be introduced in all universities and autonomous colleges across India which are currently having NCC Troops/companies as allotted by Headquarters DGNCC, including private colleges which have been allotted NCC under Fully Self Financed Scheme (FSFS). This will ensure that Credit Course do
not exceed the current capacity of NCC to provide trainers and training
infrastructure. This will also ensure smooth transition from present system to Credit
Course System”, states the UGC proposal.

COURSE OUTLINE 

The syllabi for this GECC will comprise of NCC General, National Integration, Drill, Weapon Training, Personality Development, Leadership, Disaster Management, Social Service & Community Development, Health & Hygiene, Adventure, Environmental Awareness & Conservation, Obstacle Training, General Awareness, and Border & Coastal Areas.

In addition, the syllabi for speicialized subject for Army will include Armed Forces, Map Reading, Communications, lnfantry Weapons, Field Craft & Battle Craft, and Military History.

The UGC has taken a good step but it is the universities’ call whether to accept the proposal or not. But it is impetus for the NCC to evolve from being an extra-curricular activity to an elective subject with course credits while it may well remain a voluntary pursuit.
